someone who has the brain of a p-ck-r (a small bird);a punk kid who isn’t smart.

a different form of the insult “p-ck-rhead” which is similar to the word “d-ckhead.” to call someone a p-ck-rbrain would be to say that they are not very intelligent and its use sometimes denotes anger.
