the idiots way of saying “p-ck-r slap” because he/she/it did not hear correctly and only repeats what he/she/it hears in an attempt to sound cool, often used incorrectly.
my buddy was like, racing this car, and he totally pepper slapped the throttle and like, won going 460 miles an hour.
