we use ppm or parts-per-million in chemistry to indicate small quant-ties of one chemical or element mixed in with another (e.g. 50ppm sulphur in our diesel fuel), but this does not fit that well when describing non-“parts” such as people.
since we commonly deal with numbers in the millions and billions now, it would be helpful to have a term of the same scale to describe small proportions of such large quant-ties.
for example: if a person’s chance of wining a prize in the national lottery was 2 in a million (0.0002%) we could more easily say there was a 2 permeg chance of winning, or that the permegage of lottery winners was 2.
