the word is usually said when the user (i.e. the person saying the word) is going on in an argument, and runs out of things to say.
if you look at the deeper meaning, the user of this statement could be referring to somebody who is “hermaphrodite,” or, somebody with both male and female reproductive organs, in which this statement could make sense.
