pigeon clapper: an individual of african american descent practicing the act of clapping his hands together in an effort to influence the flight patterns of near by pigeons. pigeon clappers can most commonly be found on the upper balconies of government -ssisted apartment compounds. pigeon clappers are often found in areas such as compton, california, the bronx, new york, and new orleans, louisiana. as well as many other low income neighbourhoods of the united states.
