to be in an intoxicated and stuporous state, generally due to the consumption of gratuitous amounts of alcohol, marijuana, or a combination of both substances in excess. one will know when they have achieved this state when their mouth is exceedingly dry, and or you cannot coherently form sentences, instead, they are simply reduced to vowels upon which you laugh uncontrollably when you realize this failure.
