noun (slang)a afro-american person whom holds a college degree or occupies a position of employment due to affirmative action quotas and/or relaxation of entry standards or reductions in job experience or qualifications required to meet the aforementioned quotas. may or may not have earned the degree or be currently qualified/competent for the position.
leroy’s an example of a “quota n-gg-r”, he can’t do his job corectly without help, and he appears too uneducated to have graduated college.
