the period of time between deciding to do something and actually doing it. in other words it is a term used to describe the period of time during which one spends procrastinating.

usually during a period of refresh-ge one is in a relaxed position or not carrying out any other actions exempt from eating and/or sleeping.
it took me a good fifteen minutes of refresh-ge before i put this on urban dictionary.
