it’s tacky or messy, an untidy person, as in really just so messy, its a nice way of telling someone they are clumsy and untidy.
it’s kinda indescribable in any other way. like you’re such a taddak, if you cannot see the floor because of the mess. or when someone repeatedly spills stuff.
