when in a night club situation and its 1 hour before the club close. this is the last chance to attract a member of the opposite s-x.
if the party starts at 12am and finishes at 4am
the 4th quarter is from 3am to 4am. this is subject to change given the length the night club stays open but its always 1 hour before the club is closed
