the ruling elite in world of warcraft. this council seats nine members and holds to power to perma-ban any player for any reason. they follow the strict terms of use, but also the unspoken rules. the council controls the admins and sees all.
the council votes on a majority. play by the rules, the council rarely shows mercy.
