the formula states that two men having s-xual relations is g-y if they both do like it. if two men having s-xual relations both do not enjoy it, it is not g-y. the last part to the formula (and the most confusing to the general public) states that if one party enjoys the intercourse, but the other does not, the act is not g-y whatsoever.
