a character, often a particularly weak villain, that is so pathetic they make you feel sorry for them. they are usually very familiar with affectionate “aww”s and typically make you want to give them a hug and take care of them.
person one: “that character is such a whoobie.”

person two: “oh i know! i just want to give him a big hug and take him home with me! he looks like a sad puppy!”
