Scapegoat Speeder
the term used to describe the occurance in which traffic is moving 15mph more than it should, yet one car is going 20-30 mph faster, and therefore the one pulled over by the cops. in otherwords, when everyone is speeding, but the one speeding the most would be the ‘scapegoat’ speeder.
person 1: “dude i was going 70 in a 55 the other day but there was another guy that got busted doing 80.”
person2: “good thing you had that scapegoat speeder!”
