dumb people that follow each other mindlessly, similar to sheep following each other down the slaughtering track. this is used to describe people in situations such as traffic (on their phones), store check-out lanes, public crowds in sporting events or concerts, etc. or various other crowd-related events. rhymes with “people” hence the pun on words.
