1. miltary term for a situation caused by too many inept officers, cl-ster referring to the insignia worn my majors and lt. colenels, oak leaf cl-sters.
also known as “charlie foxtrot”.
2. a derogatory term used to describe a system or operation that has been totally screwed up by a group of idiots who couldn’t leave something well enough alone.
the new traffic signals that the gadot installed on the on-ramps to the highway are suppose to help relieve traffic, but instead all they do is create a cl-ster fornication on the surface streets.
