compassionate disruption
a program of pushing homeless into social services that move the homeless out of an area and into a place where they can be inadequately treated outside the purview of the public.
the police lured the poor homeless from the downtown, under their new policy of comp-ssionate disruption. the homeless were given the option of a one way greyhound bus ticket, to see a far a way land, or residency in the local police hotel, and a job doing community service.
