r on wheels is a r-t-rd on wheels. it is a person who acts like a r-t-rd, so you ignore that person. they are usually in a blow off cl-ss fooling around or making fun of other people when they have no friends. the most comman case is with freshman because they think that acting out this way will make them tons of new friends. when in actuality noone likes them for it.
