this is usualy used in law enforcement as an adjective to describe low-life white trash. it can also be used to describe a shady or very unkempt person.
no hooker would bang that scr–t bag.

a word used to describe the utter annoyance you have with a person.
a little bit more creative and less vulgar than other words of the same meaning. e.g. d-ckhead, f-ckwit etc.
the word can also be used to describe how you feel about someone, comparing them to the sweaty b-llsack of a larger gentleman.
