a casual phrase used when witnessing a person doing something dangerous and stupid.
citizen is normally repaced with the nationality i.e temporary american.
“f-cking h-ll that car just sped through a red light”
“oh well, another temporary citizen”
“oh well, another temporary american.”
“oh well, another temporary australian.”
etc. etc.
